European Parliament Study Maps Budget Implications of Letta Report for 2028-2034 MFF

European Parliament's BUDG Committee released a study on May 11, 2026, analyzing the Letta report's 292 measures. Of these, 67 measures, or 23%, carry direct budgetary impacts for the 2028-2034 Multiannual Financial Framework totaling EUR 2,000 billion. The study highlights concentrations in energy, digital, raw materials, transport, and defence sectors, proposing a Savings and Investments Union for private capital mobilization. Pillar 2 allocation rises from EUR 220.6 billion in 2021-2027 to EUR 589.3 billion, a 167% increase. InvestEU envelopes range from EUR 17 billion to EUR 70 billion with leverage ratios up to 19.
