PayPal Reaches $30 Million DOJ Settlement Over 2020 DEI Investment Program

The U.S. Department of Justice reached a settlement with PayPal on May 12, 2026 resolving an investigation into a 2020 program that provided a $530 million commitment favoring Black and minority-owned businesses. Under the agreement PayPal will waive processing fees on $1 billion in transactions valued at approximately $30 million for veteran-owned U.S. small businesses or those in farming, manufacturing, or technology. PayPal expressly denies any liability in the settlement signed by Assistant Attorney General Harmeet Dhillon and PayPal CEO Enrique Lores. The new Small Business Initiative excludes race or national origin criteria.
