TOPPAN Holdings NICT and ISARA completed a proof of concept on April 9 2026 for seamless migration technology to Post-Quantum Cryptography for certificate authorities. The secondary root certificate approach maintains security during phased transition from current cryptography to PQC in internet communications infrastructure. TOPPAN Holdings NICT and ISARA validated the method for certificate authority frameworks supporting both legacy and quantum-safe systems.
