PayPal Reaches $30 Million DOJ Settlement Over 2020 Black-Owned Business Program

PayPal agreed to a $30 million settlement with the Department of Justice on May 12, 2026 to resolve an investigation into its 2020 program that guaranteed $530 million for Black and minority-owned businesses. The company will waive $30 million in processing fees for $1 billion in transactions by veteran-owned or farming, manufacturing and technology small businesses. PayPal will also launch a new small business initiative that ignores race or national origin of owners. Acting Attorney General Todd Blanche stated the DOJ is rooting out illegal DEI from corporate America.
